Do you want to drive digital development that makes a difference for three municipalities in Dalsland? We are looking for an object owner who will be the link between IT and operations, focusing on community building and the municipality's overall administrative systems.

Your daily work consists of dialogue, collaboration, and responsibility for a collaboration platform where you will help make decisions about the direction of tomorrow's digital solutions within planning and building processes, property management, environmental work, and administrative services. You will work closely with decision-makers within the municipalities' operations, as well as our IT unit's expertise in the latest technology. Your mission
In this role, you will lead and coordinate the dialogue between different stakeholders, drive the development of digital services that simplify and improve municipal processes, and ensure that decisions and priorities follow governance models and collaboration agreements. You will identify areas for improvement, initiate projects for the implementation of new solutions, and build networks that enable innovation and collaboration. Additionally, you will support the operations during procurements and change work to create long-term value. The area of responsibility includes not only community building but also municipal common administrative processes such as HR and finance. You have insight into these areas and act as a bridge between the operations and the IT organization when new systems are to be implemented or existing solutions developed. This means that you contribute to ensuring that HR and financial systems are effective, integrated, and meet the needs of the operations.

Who are you
You are a person who enjoys working in the intersection between technology and operations. To succeed in this role, you need to be confident and have a good understanding of the municipalities' missions and organization. You have experience in project management and change work, and preferably complementary experience related to IT and digitalization. You are curious about new ways of working and see the opportunities with modern technology.

In your work, you continuously collaborate with representatives from the operations, the IT organization, and other stakeholders. You prepare, conduct, and follow up on dialogue meetings and digital collaboration, ensure that decisions are made in line with governance models and collaboration agreements, and identify efforts for the implementation of digital solutions. You maintain networks that enable development projects and tests, anchor IT technical requirements with the right competencies, and serve as a contact point for the operations during procurements. You have an overview of systems, agreements, and environmental monitoring, inform about IT-related changes, and plan the implementation together with the operations and the IT organization. You receive, anchor, and prioritize needs for development and change, and maintain a functioning dialogue structure with meetings and documentation of decisions.

Formal competence requirements
- Post-secondary education in community building, administration, and/or IT and digitalization, or other education/experience that the employer deems equivalent
- Good organizational skills – you can manage complex processes and collaboration between different parties
- Good communication skills in Swedish – you can clearly convey information both verbally and in writing
- Experience in digitalization work and operational development – you understand how digital tools can be used to streamline and improve municipal operations
- Ability to create and maintain relationships – the role involves a central contact point between the IT organization and the administrations
- Digital identification with BankID
- B driver's license

Meritorious
- Experience in the community building area or municipal common administration
- Previous work with IT-related projects in the public sector

The employment
Permanent employment at 100% with a start date in April 2026 or by agreement. The employment may begin with a probationary period.
The object owner for community building and municipal administration is currently placed at the IT and digitalization unit within the municipal executive administration in Åmål, which is organized directly under the municipal executive board. The immediate supervisor is the IT and digitalization manager for Bengtsfors, Färgelanda, and Åmål.
